The Maharashtra Land Revenue Code, 1966 is the State's basic law on land, land revenue and land records; its first chapter of officers divides the State into divisions, districts, sub-divisions, talukas and villages (s.3), makes the Divisional Commissioner the chief controlling authority in revenue matters for a division (s.5), and sets up the Collector, Tahsildar and other revenue officers (s.7).

Section 20 vests in the State all land, roads and waters not owned by others; s.29 sorts those holding land from the State into Occupants Class I, Occupants Class II and Government lessees; occupancy is heritable and transferable (s.36) but a tribal's land cannot pass to a non-tribal without the Collector's previous sanction (s.36A); and s.41 says what an agricultural holder may use his land for.

Until 2025, agricultural land could be put to non-agricultural (NA) use only with the Collector's permission under s.42, followed by a sanad and a recurring NA assessment; the MLRC (Second Amendment) Act, 2025 removed the separate Collector permission where the use is allowed by the Development or Regional Plan, so the Planning Authority's development permission now suffices, and replaced the yearly NA tax with a one-time premium under s.47.
