3.5.7.3 Special category status, special assistance measure and the backward-districts package

AP was promised special category status (SCS) in Parliament in 2014 but never got it. After the 14th Finance Commission, the Centre offered a "special assistance measure" instead (2016), plus a ₹50 crore-per-district grant for seven backward districts.
