Education comes in three forms: formal (school and college, graded and certified), informal (unplanned learning from daily life) and non-formal (organised, but flexible, need-based, short-term learning outside the formal system), which India used through the NFE scheme (1979-80), NPE 1986 / POA 1992, EGS and AIE and today through open schools and open universities.

Lifelong learning means education from cradle to grave in every form (formal, non-formal, informal), needed because knowledge and jobs keep changing; UNESCO built it on Lengrand (1970), Faure (1972) and Delors (1996), whose four pillars are learning to know, to do, to live together and to be, and in India it runs through the Continuing Education Scheme (1996), the university Departments of Lifelong Learning and Extension (XI Plan) and today's ULLAS.
