7.2 Preparing a development plan notes
6 notes, in reading order.
- 7.2.1Development plan process: surveys, studies, stages, public participation and DP vs TP scheme
A Development Plan (DP) is made in a fixed legal sequence: declare the intention, survey and map existing land use, study and project, publish a draft for objections, hear objectors, submit, and get State sanction; a Town Planning Scheme then carries out the DP in detail on the ground.
Standard · 9 min · Full course - 7.2.2Population projection methods: arithmetic, geometric, incremental increase and logistic curve
A Development Plan is sized for a projected horizon-year population, worked out by methods that assume a constant increase (arithmetic), a constant rate (geometric), a changing increase (incremental) or growth that levels off at saturation (logistic).
Standard · 7 min · Full course - 7.2.3Estimating housing demand, land requirement and water supply from projected population
Once the horizon-year population is fixed, planners convert it into households and dwelling units, then into hectares of land at chosen densities, and into litres of water a day at standard per capita norms.
Standard · 6 min · Full course - 7.2.4Land-use zoning and land-use classification in a development plan
Zoning divides a planning area into zones, each with a set of permitted uses and building controls, so that compatible activities sit together and incompatible ones are kept apart; in Maharashtra the DP shows the zones and UDCPR Chapter 4 lists what each zone allows.
Standard · 8 min · Full course - 7.2.5URDPFI planning norms: education, health, open space and other amenities
URDPFI norms tell planners how many schools, health centres, parks and other facilities a projected population needs and how much land each site should get, so that DP reservations can be sized from numbers rather than guesswork.
Standard · 6 min · Full course - 7.2.6Structure plans and local plans: the UK system and its Indian application
Britain's 1968 reform split plan-making into a strategic structure plan (policies plus a key diagram for a wide area) and detailed local plans (site proposals on a map), a two-tier idea that Indian planning echoes in perspective, regional and zonal plans above detailed DPs, local area plans and TP schemes.
