10.2 UDCPR 2020: layouts, zones, FSI and margins notes
8 notes, in reading order.
- 10.2.1UDCPR Chapter 3: layouts and sub-division – road widths (Tables 3-A to 3-C), minimum plot sizes and restricted sites
Chapter 3 of the UDCPR first rules out unsafe or restricted sites, then fixes access, internal road widths by road length, junction design and minimum plot sizes for every layout and sub-division.
Standard · 9 min · Full course - 10.2.2UDCPR Regs 3.4–3.5: recreational open space and amenity space in layouts
Every layout of 0.4 ha or more must keep 10% as recreational open space for its residents, and larger layouts in urban areas must also give 5% as amenity space for public facilities.
Standard · 9 min · Full course - 10.2.3UDCPR Reg 3.8: inclusive housing for EWS/LIG
In big cities, Reg 3.8 makes every large residential project set aside 20% of its land or basic FSI for small EWS/LIG plots or flats, which are now handed to the Planning Authority for its Affordable Housing stock (2026 directive).
Standard · 8 min · Full course - 10.2.4UDCPR Chapters 4–5: land-use zones, zone equivalence, agriculture-zone uses and gaothan/RP areas
Chapter 4 lists each land-use zone and what may be built in it, with a table of equivalent zone names across plans, and Chapter 5 adds extra rules for Regional Plan areas, chiefly development in belts around gaothans and towns.
Standard · 11 min · Full course - 10.2.5UDCPR Chapter 6: basic FSI in congested and non-congested areas (Tables 6-A and 6-G)
The UDCPR gives every plot a basic FSI and then lets it build more, through premium FSI and TDR, in steps that rise with the width of the road it faces, with higher basic FSI in congested cores.
Standard · 9 min · Full course - 10.2.6UDCPR Regs 6.1–6.3: premium FSI, ancillary FSI and their computation
On top of basic FSI, a plot can buy premium FSI and load TDR up to the road-width limit, and then add "ancillary area FSI" of up to 60% (residential) or 80% (non-residential) of that total on payment of a smaller premium, in place of the old list of free-of-FSI items.
Standard · 7 min · Full course - 10.2.7UDCPR Chapter 6: front and marginal distances (Tables 6-B to 6-D), H/5 rule and distance between buildings
Setbacks in the UDCPR depend on area type and road width for low buildings, and on height for tall ones: beyond the table heights, side and rear margins become one-fifth of the building height, capped at 12 m.
Standard · 10 min · Full course - 10.2.8UDCPR P-line and Reg 6.8: computation of FSI and exclusions
For FSI, the UDCPR measures each floor along the outer edge of construction, the P-line, and counts everything inside it except ducts, voids and a closed list of items in Reg 6.8.
