2.2 Equality and welfare in education notes

3 notes, in reading order.

  1. 2.2.1Equality of opportunity and education of disadvantaged learners

Equality of educational opportunity means every child, whatever caste, class, sex, religion, language, region or disability, gets the same real chance to enter school, stay, learn and succeed; because children start unequal, the State gives extra help to the disadvantaged (Art. 15(4), 46), which the Kothari Commission called the main social aim of education.

  2. 10.1.1Welfare hostels, residential schools and scholarships (AP and national)

Article 46 asks the State to promote the education of the weaker sections; in practice that means welfare hostels, residential schools (AP's welfare gurukul societies, Eklavya, Navodaya, KGBV), scholarships at every stage, and watchdog and finance bodies such as NCSC, NCST, NHRC and NSKFDC.
